The importance of the back-office integration as the most important engine of e-government prompts a need for benchmarking G2G aspect of e-government. Many reviews of e-government benchmarks emphasize the importance of G2G benchmarks and recommend extensions of existing benchmarks with G2G indicators. This situation opens many questions. For example: What kind of back-office indicators already exist in previous studies? How we can collect data, measure, and report G2G aspects of e-government development? The purpose of this paper is to demonstrate one possible approach to measuring back-office integration, which defines a set of indicators based on properties of networks of flow of information and documents in public administration. We want to show that these network properties can be useful indicators for level of back-office integration in public sector. To test the utility of the approach, we compare two situations: “before” and “after” reforming the public services related to establishing new businesses in Macedonia.
