Abstract

Culture governance internationalization requires a deeper theorethical study of intercultural cooperation, the efficiency of implementation of cultural priorities in the nacional level of governance (culture governance is interpreted as a cultural policy and administration dichotomy).
Change analysis, which is appropriate to include not only the technological transformation of the environmental impact assessment, but also changes in the international and global networking, is also relevant. The identification of culture and networking synergies is very important. Culture can also be analized as ideological, historical and valuable basis of any results in the context of networking.
Development of digital technology is changing the whole society forms in to the social organization, where creation of information, processing and transmission are the major sources of power and performance in the current historical period. Supporting the information society, with many features distinguishing it from the previous run of industrial society forms, the theoretical analysis reveals the need for new specific culture governance features in the globalized context.
Developing the information society is determined by internationalization processes, therefore, the emergence of so called virtual time justifies culture networking mechanisms specificity us underlying relevant factors for culture governance improvement.
The purpose of the article is to analyse the culture governance internationalization phenomenon, followed by its evaluation in a multicultural international environment, confirming the need and benefits of internationalization continuety, identifying threats of culture governance internationalization, defining the national culture governance challenges in the state level, where different countries want to control their own past and future of the cultural code global positioning in the public consciousness through the networking space. The tasks set for achieving the anticipated object of the work are the following: to describe the culture governance internationalization theory assumptions; to analyze the networking society impact on the culture governance internationalization; to examine the results of qualitative expert interviews study. Culture governance internationalization processes include changes in the priorities of cultural policy formation, cultural programs and projects implementation in accordance with international ideological and cultural orientations. Under the circumstances of globalisation, culture governance problems solving through innovative technology platforms, networks, international institutions and the joint cross-sectoral initiatives becomes necessary and very important
In order to analyze the internationalization of culture governance situation in the Republic of Lithuania, the authors carried out an investigation - established expert-depth interviews with the culture theorists and administrators, who not only design culture governance transformation vision in a changing socio-economic environment, but also affect different solutions in the state.
Culture of Networking century must not only preserve the national cultural characteristics, but also to enrich the common areas of the world's cultural experiences in strengthening global competitiveness of European regions by promoting innovation policies and providing a unique platform for regions to collaborate and learn from each other. The culture governance modernization must be associated with more effective culture programs and projects
