Transfer of Innovation in Methodologies for European Officials: Follow up a joint learning path CZ/09/LLP-LdV/TOI/134011


The project “Transfer of Innovation in Methodologies for European Officials: Follow up on a joint learning path” has been realized under Lifelong Learning Programme, in section Leonardo da Vinci/Multilateral projects/Transfer of Innovation. It was designed to have a 18 months duration and the actual project’s realization phase started in October 2009.

The project is focused on the training of public administration officials of EU member states - ministerial officials and self-government units’officials. Motivation to realize such a project resulted from a positive feedback received about the previously realized project “Identifying and Validating of Competencies of European Officials : Road to Joint Training”

Four training institutions of public administration from four different EU member states (Czech Republic, Italy, Portugal and Bulgaria) participate on the project and they have also been already involved in the previous project. All these partners have been mutually cooperating for a long time and they are members of the Network of European Public Administration Schools and Institutions.

The main aims and objectives of the project could be divided into three parts. Firstly, to innovate three training modules of the previous project and verify them in current and new European regions. These modules are focused on following areas: Crisis Management, Right of Asylum, Free Movement of Citizens. Secondly, to identify competences in two new areas and create two new training modules by utilization of methodology established in the previous project and verify them on national and international level. These modules concern topics of Integration of Vulnerable Groups and Active Inclusion and are focused on migrants, specifically women and children. Training modules topics belong to socially crucial ones and were selected intentionally with the respect of need to solve such key issues. Finally, eLearning form of courses will be created for all modules.


Main tangible outcomes are the map of competences and methodology of five training modules. Moreover, a lecturer‘s and tutor‘s handbook and study support for attendants will be designed.

The main impact of the project is enhancement and improvement of knowledge, skills and competences of European officials for given social areas. Based on obtained competences, officials who attend training modules will be able to deal with situations and orientate better in particular area.
