eGovernment skills training in the Czech Republic

One of the strategic aims of the governmental document Smart Administration - Effective Public Administration and Friendly Public Services is to increase the effectiveness of municipal authority offices, to reduce bureaucracy and to bring transparency to public administration.
In 2008, the Ministry of the Interior of the Czech Republic worked out an Implementation Strategy for eGovernment in the field of public administration. A part of the Strategy set up a nationalwide system of training in eGovernments skills with the goal to ensure the creation and distribution of complex and unified contents for all topics of public administration electronization.
The system is based on two pillars – the Institute for Local Administration Prague and so called eGON centres established at regional authorities and in municipalities with extended jurisdiction. The Institute is responsible for creation of model training programmes, training of eGON managers and trainers. As the Implementation Strategy prioritizes eLearning, it was necessary to develop special Learning Management System enabling communitaction among more than 200 individual installations and ensuring all required functionalities for the organisation and recording training activities. eGON centres organize eGovernment skills training in their own regions. They use LMS ELEV provided by the Institute as well as model training programmes. Each eGON centre involves a training manager and several trainers trained by the Institute.
The Institute creates model training programmes according to approved plan. New eLearning courses are distributed via LMS ELEV. In order to inform eGON centres on news in eGovernment development and implementation the Institute issues regularly newsletter for eGON centres.
The project is co-financed by the EU Human Resources and Employment Operational Programme.
During the two years more than 40 eLearning courses and 10 attendance courses were created and 4 workshops and an international conference were held. Via LMS ELEV participants attended over 40 000 course sessions. The most reqiured courses were Czech POINT – Register of Inhabitants, Information System of Data Boxes and A qualified electronic signature.
Training activities emphasise Czech POINT as one of keystones of the Czech eGovernment. POINT is an abbreviation for the Submitting Authorization Information National Terminal. It is a network of assisted public administration centres where citizen can obtain extracts from the public administration information systems such as Land Registry, Trade Registry, Penalty Points Records kept by the Central Drivers Registry. Main objective of the project is „Lets make the data run around, not the citizen“.
Information System of Data Boxes is considered to be another keystone. The Act 300/2008 Coll., on Electronic Actions and Authorized Document Conversion, also referred to as the "Czech eGovernment Act", brought to life Data Boxes and an obligation for public authorities and legal persons registered in the Trade Register to communicate electronically by means of data box. The Act on Basic Registers, approved on 13 February 2009, establishes four basic registers as a one reliable source of the most important information in the public administration. Sharing data from one source will ensure that citizens will not have been repeatedly asked to provide the same data to different authorities. eGovernment skill training system challenges another demanding tasks – to prepare all involved for a new eGovernment agenda.
