 Title  Formation and development of innovation professional competences of young candidates pool for public service: Principles, approaches, methods (experience in specialist training in SAPA)

This article is aimed at analysis of SAPA experience in training young candidates’ pool for public service in the course of curricular and extra curricular activities.
The article critically evaluates principles, approaches and methods of present day innovation candidates’ pool for the needs of the region - Siberian Federal District.
Effective technology to get the pool members involved in the activities on development and implementation of social projects in the course of studies is presented by the author of the article.

The main purpose of SAPA activities is training present-day innovatively active personnel for public and municipal governing as well as for social- economic sphere of Siberian Federal District.

Previous successful experience of the Academy in development of innovation and professional competences of specialists intended for succession pool of SFD made it possible to win a grant of Novosibirsk Oblast Government to set up an Innovation Competences Development Center (ICDC).
Since 2010 a mutual project on building-up young specialists’ pool as candidates to personnel reserve of Novosibirsk Oblast Government has been launched by SAPA together with ICDC.
What kind of experience in development of innovation professional competences of SAPA graduates will be adopted to implement this task?
The author of the article being at the head of the project has had many years experience in involving students to projecting research activities while realizing international projects and projects concerning the problems of the region, city, SAPA. Presentation of the above experience was made at the 16th Annual International Conference NISPAcee in Bratislava (Slovakia) and was approved by and evoked interest among the lecturers of EU countries.
There are several publications in scientific journals summing up the results of the work conducted.
ICDC future activities will be based on technologies of innovation personnel training, which have been applied by the author in the course of scientific-research projects implementation from 2007 to 2010.
Thus, in 2010 four scientific papers of the students who were among the winners at the All-Russian Open Contest of scientific-research, inventive and creative papers and at All-Russian Conference “National Heritage of Russia” in line of “High School Development Issues” were made up based on the results of the above projects
Also students-participants of the project “Career Guidance in High School” headed by the article author got the first place in Novosibirsk High School Contest within the program “Unique Resource of Siberia” of Novosibirsk Oblast Government in May 2010.
Students’ involvement in scientific-research work, creation and implementation of challenging social projects in the Academy facilitated building up a system of composing a young candidates pool, which determined the victory in the contest to get a grant of Novosibirsk Oblast Government to set up ICDC intended to young specialists’ pool training for public administration and local self-government in SFD.
The article will cover principles and methods of work as well as analysis of experience with regard to building-up personnel reserve meant for public administration and local self-government in SFD.
