Integration of Bulgaria in the European Union and the constantly increasing society requirements is a serious challenge to the municipality administration and its officials. Next to that the administrative reform imposes the necessity of purposeful efforts for improvement and application of principles and mechanisms for the human recourses management in the municipality administration, aiming at increased quality and effectiveness of administrative services.
The human resources management in the municipality administration has to further increasing the social trust and perceiving of government officials as highly qualified employees, capable to professionally meet the public requirements and to work for satisfaction of the society interests. Simultaneously, having in mind that the biggest article of costs in the municipality budget is for the officials’ salary, it can be predicted that the expected costs level will require a reduction of the staff. Thus to retain the level of offered to citizens and business administrative services it may be turned to outsourcing.
Outsourcing has ambiguous influence on human resources. For a majority of employees their obligations in the outsourcing frameworks seem to be very attractive, because they find new, more attractive opportunities (including career growth). Nevertheless for other employees the outsourcing causes a variety of problems: part of the collaborators passes to the outsourcer, but others are being dismissed because of reduction of the staff. Outsourcing may lead to changes in the labour agreement of the employee, as well, in connection with insurance complex – medical, health, pensions incurance, etc.
Object of research in the present paper is the human recourses outsourcing(HRO), and in more specific aspect – the HRO in the municipality of Varna.
Subject of research is not only the level of application of the human recourses outsourcing in the municipality of Varna, but also the types of HRO in the municipal administration, counteracting factors and possibilities for its application.
Purpose of the research is to analyze the state of human recourses outsourcing, to localize the dominating incentives for outsourcing application in the municipal administration of Varna, to define the problematic fields and to develop recommendations on that basis.
In correspondence with the set purpose, the expose of the article is built on the following logic:
1. Analysis of the politics and practices, connected to human recourses outsourcing in the Bulgarian municipalities and their composite territorial structures – city-halls and big cities regions.
2. Development of a theoretical and applied model for application of the human resources outsourcing in the municipalities in Bulgaria and their composite territorial structures and more specifically in the municipality of Varna.
3. Establishment of the discrepancies between the model and the practice of the Varna municipality and proposal of measures for their termination.
Research methods: The empiric and comparative analysis and synthesis are used, the complex and systematic approaches, analytic and research methods, qualitative and quantitative methods, problem analysis of the results of practical and applied researches have been used as well.
Data to be analyzed refer to: documents, concerning structural документи за структурните subdivisions of central and local administration in Bulgaria. As additional information are used data for the structure of the provisioning subunits in the municipality of Varna.
Target groups, which will benefit from the research: mayors, managers and experts in the municipality administration, citizens.
