Title	Instruments of persuasion: The OECD and governance reform

Abstract	The OECD has been a major contributor to global public management reform, but lacks any coercive instruments. How does an organization that essentially simply spreads ideas get leverage? This paper examines five instruments or tools of persuasion: peer review, the OECD "Acquis" on governance, Government at a Glance, the MENA initiative (Middle East and North Africa) and the mechanics of accession.
