The development of professional training and retraining system of public administration is of great importance in Russia. The new opportunities are given with the integration of Russia into the European educational framework and the increasing cooperation in science and education. It is necessary to introduce new educational disciplines and methodic based on international practice.
Being integral part of Russian higher education system the higher professional training of public employees has the specific aspects and is connected directly with reforming of governmental system. Traditionally the professional training of public employees is carried out in profile Universities for a long time. Unfortunately, many curriculums mismatch modern requirements, often they are noncompetitive in the educational market.
The Bologna system will be established in Russia. Some federal acts providing transition to two-level system of the higher vocational training are accepted already.
Very few are against the Bologna system as a whole but the discussion focuses around its potential benefits for Russia. Due to Bologna innovations Russian education system for public employees becomes more adequate to real challenges of globalization. Together with other European countries Russia will fully participate in creation of a transnational all-European education system and integrate into a political and economic life of Europe.

In 2010 there was created a federal state budgetary institution of higher education "Russian Academy of National Economy and Public Service under the President of the Russian Federation." It is a new step of improvement
educational, scientific, organizational and methodological framework used in higher education and management training for the state, public and private sectors of the economy. Practically it is the adherence to “Academy of National Economy under the Government of the Russian Federation” (Moscow) “Russian Academy of Public Administration under the President of the Russian Federation” (Moscow) and other federal government educational institutions.
North-Western Academy of Public Administration is included in that process. NWAPA is Federal State higher educational institution for the public employees in St. Petersburg and North-Western region of Russian Federation.
The Mission of the Academy is training and retraining of public servants of all levels of governance in St. Petersburg and North-Western region of Russian Federation. The main object is to educate highly professional specialists in Management, Law, Economy, International Affairs, Human and Social Sciences. At present the Academy has 26,000 full-time students, and more than 6,500 participants improve their professional skills. With 5 faculties, 4 educational centers, the Institute of Additional Professional Education for Public Servants, 25 chairs with 300 staff members and 13 branches the Academy is the largest Higher Education Institution in North-West region of Russia.
