Abstract  
  
The role and functions of state government and public services are changing under the influence of global social, political and economic processes. Public service as the most important institution and instrument of state government is in the process of reevaluation, transformation, in the search for new approaches, and construction of new progressive models. It is useful to know the students’ opinions on the future of public administration.
The main reasons are:
a) The students accumulate for themselves a sense of modern time;
b) Their position in life is intuitively correct because they are without the pressure and experience of the past, namely of the Soviet Union;
c) They are more open to the challenges of the time;
d) The students, who are the potential civil employees, will need to realize a future public service model.
For this purpose in 2010 we have organized pedagogical experiment with the fourth year students of the Siberian Academy for Public Administration. More than 50 students have done two projects named “Public Administration in Russia: Twenty Five Years Later” during their class entitled “The Organization of Public and Municipal Service”. One of the projects had been done before the beginning of the course, the other – after the first had finished.
For the first project we wanted to define the level of the students’ knowledge in the state government and public administration sphere. On the basis of the diagnostic results we tried to widen the students’ competences through innovative and interactive methods and technologies.
For the second project the students constructed the picture of future public administration based on the best foreign experiences and trends of public service sector development in Russia.
The main results of this pedagogical experiment will be presented at the report for the 19th NISPAcee conference.
