Presenter Abstract Local Governing is one of the major bases of democracy. That is why all democratic states pay special attention to developing of Local Governing. Georgia, after gaining independence went through several stages in reformation of Local Government, though this process has not ended yet. In Georgia the establishment of the institute of Local Self-Governance is connected with the decentralization of the central authority . Although it is impossible to implement real Local Government if it is not provided with the independence of territorial units and their administrative organs. And if they have not got enough finance and property to fulfil their own competence and tasks. Today the major problem in Georgia is just to what extent the organs of Local Government have the ability to implement the authority perfectly. The aim of the research is to identify this problem. During the research there should be put the emphasis on the reforms made in this sphere after gaining independence. In addition, to what extent the law of Georgian Local Government corresponds with European Charter of Local Self-Government. Lately, lots of positive changes have been put in the law. In the process of the research a special attention will be paid to the competence of the Local Government and their authority. The process of distribution of authority and corresponding resources has been under way with resistance and red tape. In Georgia the weaknesses of self-Governance is conditioned by its finance weaknesses. In the process of the research there should be a talk about the Local budget and about the taxes that condition the filling of Local budget. In the end there will be put a conclusion why the process of establishing the self-government has been under way with impediment. At the end of the studies it will be clear that the central authority interfere in the competence of the self-governance. Finally, the recommendations will be prepared about what there should be considered in Local legislation in order to exist in the country strong and independence authority.
