The principle of flexible state has become main landmark of public administration reform from the seventies of XX century. Its development can be divided in two stages. The first stage covers neoliberal critics and the second is related to the development of New Public Management.
It must be admitted, that Georgia has been left behind this process of public administration reform and only from the beginning of the XXI century it become possible to share different principles of New Public Management in Georgian public administration.
This paper focuses on the example of public administration reform in Georgia of one state body, namely, National Agency of Public Registry. The paper employs a qualitative research strategy and a case study research design. Main aim of this paper is to reveal the steps of reform procedures’ implementation and if possible provide further advices on management issues.
One of the eminent examples of the public administration reform in Georgia, which employed in practice main values of New Public Management, was reformed state registration system of immovable property. For this necessitate, the National Agency of Public Registry (NAPR) – a legal entity of Public Law under the Ministry of Justice of Georgia was established according to the Law of Georgia on State Registry of June 1, 2004.
Development of immovable property market requires sustainable, flexible and consumer oriented registration system in order to ensure the protection of immovable property rights by the state in timely and convenient manner. Registration provides security of purchase, use and disposal of immovable property and for this purpose, guarantying the transparency and protection against conflict of interests carries vital importance.
The conclusions drawn from this paper can be summarized as follows: while reforming state registration system of immovable property it was applied main principles of New Public Management, such as – NAPR has independence in determining the ways by which it will achieve goals ascertained by political authority; its activities have product and consumer orientation and that is why NAPR is an example of so called one-stop-shop agency, where each consumer can receive the service provided by public servants in uniform and flexible way and finally NAPR has become learning organization always applying innovative techniques in order to meet consumer needs.
