 Title  Recent steps towards performance-based public management in Kazakhstan: overview and analysis

This paper presents a case-study of the most recent measures developed for implementation of the following components of the performance management in the Republic of Kazakhstan: improvement of the strategic planning system, introduction of performance-based budgeting, clarification of the roles and responsibilities of the government agencies, improvement of the quality of public services, and elaboration of the performance evaluation system. It also provides analysis of the remaining challenges and issues requiring further attention within each of the reform directions listed above. Results of the present analysis show that in the last 2-3 years Kazakhstan has initiated radical large-scale innovations in the public sector aimed at shifting the focus to outputs and outcomes of the activity. Nevertheless, in spite of the vibrant reform process, there still are the weak points that need to be addressed. The most important of them include remaining methodological gaps, insufficient knowledge and understanding of the new system by civil servants and lack of public awareness of the reform purposes and results.
