 Title  eKool and eVem: Two Example Show-Cases for the NISPAcee eGovernment Learning Platform

During our last meeting in Budva we promised to send you (WG members) an example of a description of a showcase for our Learning Platform, to make this whole endeavour a bit more concrete. We have chosen two such examples eKool and eVem. The first is a quite simple, but as far as we know, also quite effective and efficient ICT application for schools in Estonia. The second is eVem OneStopShop portal that provides electronic support for simple and efficient registration of all forms of companies in Slovenia. (We still have to verify the claimed advantages of both solutions).

The question we want to be answered is, how innovative would one of these (or both) solution(s) be as ICT application in your country, does it appear to be a solution for problems that exist also in more CEE countries, and is it transferable to other countries in the CEE area. For answers on these last questions about its innovativeness, transferability, and problem solving capacity we need the help and insights of the members of WG2. We expect from them that they take up contact with persons in the sphere of education policies in their own country to try and find out whether conditions in their country are such that eKool would be - in principle - a welcome innovation, and a transferable option.

We may refer to our call-for-papers from the last year to which we added 3 Annexes containing questions to be answered in the “description for the Learning Platform”, “about the innovativeness of the project”, and “related to consideration of a transfer”.

We are not yet able to answer all these questions for the eKool or eVem showcase. Interviews may be required to fill the gaps in our knowledge about the backgrounds of the project, its content, its results, and problems encountered with its implementation. From the descriptions made available to us we have selected those, which appear to be relevant for the purpose we have set for ourselves. Successively we will discuss (for each showcase):

2. The opportunities
3. A description of the showcase
4. Obstacles encountered
5. Problem solving approach
6. Results
7. Innovative aspects
8. Success factors

In this paper, we reproduce in this overview the descriptions made available to us by the official who is responsible for the functioning of the eKool and eVem application. We intend to pay a site visit to Tallinn (Estonia) and Ljubljana (Slovenia) to fill the missing links in our knowledge.
