Abstract  
  
The purpose of paper is to elaborate principles and methods of development of civil servants and employees, that ensure effective and efficient management and development of public administration of Latvia. To find out the most relevant features of the human resource management of the public administration of Latvia, including the training and development opportunities for civil servants and employees, the authors have analyzed the civil service system of the Republic of Latvia in comparison to the experience of other countries, development of legislation as well as the practice implemented in the area of human resource management.
The process of training planning and exploration of educational needs for public sector personnel has to be improved in terms of quality, education efficiency and overall usefulness of acquired skills and knowledge in real work environment, thus fostering personnel career development and encouraging motivated work.
