 Title  From “good practices” to knowledged based governance

The good administrative governance at all levels needs both information and knowledge for appropriate and timely decisions making. This is important at operational level, as well as for medium- and long-term initiatives. For the management decisions is necessary not only enough relevant information, but also derived based on its knowledge of strange patterns in the manifest form. Use of so-formed knowledge management allows improvement its quality as a whole in direction for determining of policies and strategies, regulatory mechanisms, innovative technology solutions. This process includes two main stages.
The first stage aims at gathering and dissemination of analytical materials and best practices for innovative solutions in the management of administrative processes. The attention is focused on the systematization and the use them as a positive experience of good governance at different levels, areas and regions. At that stage in the information aspects it is important to create an appropriate on-line database for recruitment practices. Besides, it is advisable to form algorithms for analytical and synthetic search, as well as for easily and quickly provide the user. Such algorithmic solutions are provided on the merits of library information systems. If we consider the use of modern information and communication means, the idea of creating and using a virtual library emerge. So it can be concluded that the first stage is the creation of a virtual library. In our case, the virtual library idea is realized to assist both the operational management of the administrative activities and applied research and training of young specialists for modernization of the administration.
The second stage is oriented to the future international collaboration. Its idea is the formation of new knowledge for the governance of the administrative processes. Our proposal is to receive the knowledge on best practices from the national virtual libraries. This reaches the idea of creating a international knowledge base established on the basis of the virtual libraries. And here distinguish two steps: (1) classification and systematization of information from the virtual libraries, and (2) extract of new regularities from the information and the formation of a governance knowledge base with the methods of artificial intelligence.
