Presenter Abstract One of the main directions of public administrations reforms regards creating more autonomous organizations, with less formalized connections with the environment. Such situations can give way to a perverse effect – the apparition of rogue public organizations. The term, usually used for terrorist organizations, refers to public institutions that no longer fulfill their institutional goals and break rules for organizational or individual benefits. We may find the possible causes by investigating the following domains: • Organizational characteristics like size, reward systems, culture, complex transactions, organizational culture; • Competitive environment; • Sector structure (inter-organizational networks, de-centralized communication); • Weak social control; • Existing social values. Using a one-shot case study from an educational institution, we try to identify the factors that give birth to such organizations, especially in the time of the present public administration reform and in the context of organizational characteristics and social values.
