 Title  Measuring gender equality in public institutions – an exploratory study

Considering that Romanian public institutions are responsible with implementing the European Union’s goal to ‘promote equality between men and women in all activities and policies at all levels’ we rise the questions: Are these institutions able to develop and implement policies aimed at reducing the gender gap? Is gender equality a reality inside these institutions? We will move along following lines, searching for possible outcomes of discrimination as: Occupational Sex-Typing; Occupational Sex Segregation; Gender Gap in Wages or Earnings; Occupational Mobility (including glass ceiling).
A lot of instruments were developed to assess diversity. Many of them are cultural-dependent, being relevant only for one or a small number of countries (especially those developed in the USA). In this research (part of a larger project financed by the Romanian National Council for Research in Higher Education) we intend to develop and test an instrument for measuring gender equality in public institutions. In order to identify the most important gender related organizational issues a questionnaire was built and applied in a public institution to public servants (both women and men). Our research could also indicate the degree of gender equality in Romanian public organizations, despite the lack of external validity.
