 Title  The economic and financial crisis impact on local governments budgets in Moldova

Abstract  
  
In any society held various changes of economic, social and political, which generates a process of reforming government. Over the past years, local government of Moldova occurred in a number of legislative changes, the main purpose being the allocation of local autonomy of local public authorities. Local autonomy, in fact, means that local government authorities have the right to regulate and manage his own responsibility and accountability in the interests of local people part of public commitments.
Decentralization is one of the current government priorities. Programme of the Government of Moldova for the years 2009-2013, entitled "Highlights: freedom, democracy, welfare, states in the" decentralization of power and ensuring local autonomy, the need for European standards and principles of public administration. This paper describes the particular impacts of the financial and economic crisis on local governments’ budgets and the policy response of governments; analyses of the decentralisation process; debt and transfers situation and performance indicators of the Ist and IId level local governments.
