Presenter Abstract Problem Statement For any modern state, applying of a personnel pay system is an important factor that stimulates the provision of quality services and optimizing its operational costs. This requirement is even more important in a period when, between private and public sectors is a fierce competition in recruitment of staff in terms of professional performance. The process of integration of Romania into the European Union recommended a reposition of the state structures to the requirements of this process. An important aspect of the modernization of the state could be played by the pay system in the public sector. In fact, developing and implementing a new pay system in the public administration has been a concern of the decision makers, since 2004. The Strategy of Public Administration Reform, approved in that year, set amongst priority measures "to create and implement a uniform pay system of civil service”. Unfortunately, adopting a new pay system in the entire public sector was achieved only in 2009. The study aims to emphasis a number of issues related to implementing the new law on public administration. We want to highlight some of these issues: macroeconomic considerations that have motivated this decision; medium and long term perspectives of implementation of the new law, identify possible imbalances related to personnel policy in the field of local and central public administration, comparing the sector public administration with other sectors of state, etc. Methods To substantiate the conclusions, data series of official statistics published by the National Institute of Statistics are investigated using statistical methods. Equally, will be used information from the application of a statistical survey to a sample of civil servants from public administration, to measure their opinion on important issues related to changes in public administration: civil service reform, decentralization, transparency, etc. Conclusions and Recommendations Implementation of a new pay system in public administration was inevitable, from several reasons: the current system is not motivating; the expectations created by implementing of the strategy of reform in 2004 recommended such a measure; in the current period is recommended a drastic reduction public sector wage costs from about 9% of GDP to about 6% in the next period, etc. For taking effective decisions in personnel policy in public administration it is recommended to create an appropriate statistical tool at the level of National Agency of Civil Servants and National Statistics Institute, instrument that will allow the collection of statistical data for undertaking periodic studies on the characteristics of the pay system in the civil service.
