Theoretical and Methodological Basis for Public Administration System Development in Ukraine

The category “public administration system development” as a goal-seeking transformation of its elements (objective, principles, structure, functions, staff, information, methods, techniques and technology) as well as relations existing in the system have been discovered. The importance of special attention to the relations has been proved; that is connected with the fact that post-soviet countries currently experience the relations essence and content changes (state/civil society relations, property relations, relations between governing and governed subsystems etc).
The paper defines the specific features of all elements of public administration system and public administrative relations. The author grounds the reasonability in considering the transformation of the latter as a progressive change of vertical links, what is reflected in decentralization of power processes, horizontal links (the participants` range of interests, commissions and accountability) along with the main characteristics of relations among which are their information content, legal form and organizational orientation.
The researcher has analyzed current approaches to public administration system development in Ukraine. They have been promulgated in the form of governmental conceptions and suggestions made by social organizations as well as in form of guidebooks which regulate the formation and implementation of some definite activities (activities in establishing the government bodies` activity quality management system, in development of local government subjects, in authorities’ effectiveness evaluation etc).
The article concludes that the main attention of administrative reforms should be focused on the solution to the following contradictions:
- Between levels of public administrative relations and complex of economical, social and interpersonal attitudes which is proved in discrepancy between high level of centralization of power and needs of economy, society and people development;
- Between the interests of the public administrative relations participants (authorities employees, business representatives, citizens);
- Between the real needs of cooperation development between the elements and decision-makers` ideas;
- Between the content and legal form of public administrative relations.
Some theoretical guides, legal base improvement and methodological supply of the definite authorities` activity must be directed on solution of the contradictions mentioned above.
