Abstract
A paper is focused to Belarus local finance in terms of global financial crises touched the Belarus national economy. An influence of crises situation to the sizes of local budget revenues of subnational governments is shown. Macroeconomic situation and their influence to the subnational budgets are considered, as well.
A negative dynamics of subnational local budget revenues started from end of 2008 makes necessity of expenditure optimization. Therefore the local budget expenditure management is concentrated in the paper. In paper boundaries the structure of local budget revenues, prospect directions of local budget expenditure optimization, connections between local expenditures and evaluation of their efficiency are concerned. The new financial tools and methods of anti-crises administration in local financial management are considered. In particularly, the method of municipal security issued by the municipalities to cover their short budget deficits is shown. The case studies of anti-crises methods in Belarus local financial management are included in the paper, too.
