Abstract

Ukrainian financial policies remain amongst the most specific ones in terms of the country and tools of design and implementation. Especially it becomes obvious during unusual circumstances (i.e. 1998 financial crisis, 2008-09 economic and financial crisis, etc.). Despite the fact that all Ukrainian policy decisions (including financial policy in general) should be taken within policy analysis framework sometimes it is really hard to even follow up the logicality of the course of actions taken by the Ukrainian government at various levels. So, the paper will make a focus on the analysis of how the Ukrainian government’s actions were in line with PA tools in order to ensure effectiveness and efficiency of policy implementation in the financial sphere in Ukraine. Although, it is important to stress on fiscal component in overcoming crisis and boosting economic growth, the paper will be narrowed to monetary area, namely bank and non-bank financial institutions. Thus, it will highlight Ukrainian National Bank’s policies (as the key government regulator in monetary sphere) policy and its consistency in overcoming current financial and economic crisis.
