The global financial crisis began in July 2007 when the financial markets in USA went down. In September 2008 the crisis deepened and the stock markets worldwide crashed. In the end of the year 2008 Romania has known a strong economic growth, so when the financial crisis was announced, almost every economic analyst or politician said that our country will not face the crisis, that we have a strong banking system and a strong economy. But a few months later Romania enters officially in recession.
My intentions with this paper are to reveal the fact that the public sector, concerning here the civil service system, needed a structural change, a reform which started to be developed because of the crisis. I consider that this financial global crisis played and it is still playing an important role in helping the state to reform itself. I will describe and analyze the consequences of the global crisis within the civil service system, especially with the human resources policy by bringing into attention the following main points:
• The characteristics of the Romanian civil service career system. The Human Resources policy ;
• The analyze of the salary system which existed till 2009;
• The description of the new salary ranking, the new public payment law.
Romania has the civil service system based on a career system with an appropriate human resources policy. In the year 1990 the total number of civil servants was around 80.000, in 1999 it was of 130.000 and by the time when the crisis strike in the USA (2007), in Romania a historical record was reached – the number of public employees was over 200.000, when the total population is about 21,7 millions. This number of employees, paid from the public budget, is a very large one, considering that, at this time, the public administration in Romania is far from being efficient, totally accountable and transparent. In the second part of the year 2009, under the pressure of the International Monetary Fund, it is released, after public debates, a new law concerning the public salary ranking. This is supposed to have a very important role in reforming the civil service system in Romania.
Having these premises, I would like to demonstrate with this paper that this global economical-financial crisis has acted as an incentive for restructuring and reforming the civil service system, which can be seen as a bedrock for the public administration, especially now when the international geopolitical changes, that our society faces, have clearly a destabilization impact on public sector and when a new role of the state is defined.
