Abstract
Many Local Governments are making the transition to deal with the issues of the changing global economy and global warming. This paper examines the development transition issues brought about by the need for sustainable Capacity Building and Resource Development along with the increasing concerns for a developing a sustainable ecology. These converging development concerns have brought the field of Sustainable Development to a prominent organizational focus for Public Administration and for all of the private sector stakeholders in our respective communities. This paper focuses on this convergence of Capacity Building and Sustainable Development of the ecology; and especially on the continuity learning transition from new development to sustainable change. The Sustainable Development and transition issues examined include: 1) the convergence of Capacity Building and Sustainable Development of the ecology; 2) from Development to Sustainable Change - Continuity in the Transition learning in the community. 3) Reconciling the various Resource Development methodologies involved; 4) Sustainable Development and Ethics; a convergence point for Capacity Building and Sustainable Development.
