In the paper it is described the process of development the approach of realizing and implementing leadership development in the training of civil servants in Siberian Academy for Public administration (Novosibirsk, Russia).
Starting from 1997- participation in the First International Leadership Program at the Leadership Academy/United Nations University in Amman, Jordan and visit of it’s Director professor Adel Safty to Novosibirsk to conduct the first seminar on Leadership. The leading group at SAPA was involved in discussions, seminars and project devoted to leadership and it’s meaning and importance for training of civil servants. International relations Department was involved in preparation of several grant proposals. One of them gave us the opportunity to study leadership at the McGregor Burns Academy of Leadership at Maryland University (1999). After that we established a steering committee and in 2000 hold the one of the first Future Search Conference in Russia “Leaders for 21 century: creating the Leadership development institute”. It was a multidisciplinary 3 days of discussions with “the whole system in the room” approach (M.Weisbord and S.Janoff). Unfortunately lack of interest from the key managers of SAPA at that time didn’t give us the opportunity to implement all good ideas and proposals of that conference.
We have tried to explore the opportunities of leadership development in women’s issues organizing international women’s exchanges through “The Connective Leadership Project” (1998-99, 2000-01, 2003-04) funded by different American agencies and foundations. We have worked on the issues of finding and selection leaders, developing their leadership skills, providing them with new opportunities of opening doors to power, widening their horizons and creating networks of collaboration. We developed Future Search Conferences and Open Space technology (H.Owen) as the basic instruments in leadership development of diverse groups of participants. We regularly use it as a method of training of state and municipal servants at SAPA.
Since 2001 we regularly participated in the Global Leadership Forum organized by prof. Adel Safty in Istanbul, Turkey. In 2005 and 2006 we incorporated Open Space Technology meetings in the Forum agenda as an efficient way of communication and practical orientation of the participants of the GLF.
In 2006 we invited prof. A.Safty to SAPA as a distinguished visiting professor with the aim to strengthen our activity in the field of leadership development. We applied for the UNESCO Leadership Chair at SAPA as prof. Safty was a founding UNESCO Leadership Chair (in Jordan, 1998 and in Turkey, 2002). Under his leadership we started seminars on leadership development at SAPA as well as in other Educational institutions and business corporations in Novosibirsk, promoting his concept of Value Leadership. We held the 9th (2007) and 10th (2008) Global Leadership Fora in Novosibirsk at SAPA. The main themes were “Leadership and Public Service” (2007) and “Leadership and Globalization: challenges and opportunities”. These events gave us the opportunity to promote the idea of value leadership in Siberia, attract many foreign specialists as well as participants from different regions of Russia and former Soviet Union.
In May of 2008 SAPA was granted with UNESCO Leadership Chair as a branch of the UNESCO Chair of Russian Academy of Civil Service under president of Russian Federation.
The mission of the UNESCO Chair is to develop leadership in civil servants of Siberia region as well as in other sectors of society through leadership training, competency development and wider international collaboration. We began our activities from the assesment of all courses and training provided by SAPA and creating of new leadership development modules and training for state and municipal servants. We learn with great interest the results of leadership development programs in the CEE countries (Leadership and management in the Public Sector: Values, Standards and Competencies in Central and Eastern Europe. May 17-19, 2007, Kyiv, Ukraine) and look forward to more close collaboration and exchanges in Leadership development of civil servants. In the paper we suppose to discuss specifics of using value leadership concept (A.Safty) with practicing of participatory methods in leadership training in contemporary Russian conditions.
