 Title  The applications of e-government for the local administrations in Turkey: A study through the example of Izmir metropolitan municipality

In Turkey, there has been an increase in the applications of e- government for local and for central administration during the last years. Especially, these applications have been considered as a tool for operating public administration more effectively during the process of the reconstruction of the public administration after 1990, and the steps to this goal have begun to be taken. While some of the main problems of public administration in Turkey, not being able to be active in the presentation of the services and excessively bureaucratic administration tradition have been interrogated during the last years, on the other hand, the solution-based alternative reconstruction projects have been started to implement. For this meaning, e-government constitutes one of the crucial steps of e-state policy of Turkey. Projects are produced and implemented as policies by determining strategies for the reconstruction of the state in the field of e-government. In the structure of e-state, these projects can be seen not only in central administration but also in local administrations.
In this study, at first, the e-state strategy of Turkey will be evaluated generally through the examples of central administration and local administrations, then, the basic principles and the applications of the understanding of e-government will be stressed on. The main subject of the study is the applications of e-government through the practice of Izmir metropolitan Municipality as an example of local administration. With its 4-million-population, Izmir, which is located in the West Aegean Region, is the third largest city of Turkey. Its growth, depending on urbanization and immigration, rapidly increases the demands on the local public services. It is getting difficult to answer these calls quickly with the classical understanding of public administration. Due to this fact, Izmir Metropolitan Municipality is applying e-government policies and implementing its applications to obtain efficiency and productivity in the local public administration. In this frame, the e-government strategy of Izmir from 1990 to these days will be evaluated in this study firstly, then, to what extend the municipality renovates itself on e-government to answer the increasing demands on services will be scrutinized. Besides, the examples on the applications of e-government will be included. To what point e-government has reached today will be intensified through the local public administration practice of Izmir while the subject is dealt with its both technically and administratively dimensions. One of the main goals of this study is to investigate e-government in local axis from the angle of Turkey while opening it to discuss.
