 Title  Organisational adaptation to institutional change: The case of the Ministry of Education, Research and Innovation

The paper aims to analyse in multidisciplinary way, in general, the organisational structures and their transformations in the public institutions and in particular the changes determined by our country integration into the European Union. The purpose of my research, which reports on a qualitative field study, is to explore and understand how the organisational adaptation can be integrated, paying particular attention to how the different factors involved in the process interact.
The objectives of the paper are as follows: study on the impact of Romania accession into the EU, study on the organisational change in the framework of the Romanian public institutions focus on the case of the Ministry of Education, Research and Innovation.
The rapid dynamics of society determines the public institutions to adapt continuously to a changing environment. Under these conditions, the public organisation, asserted as a mechanicist organisation, that has proved its efficiency and rationality in a relative stable and predictable environment, adapts to the radical social, economic, cultural and technological changes. The evolution and development of organisations mean several changes with different intensities; either they adapt to the changes in the environment (once settled the connection of the organisations with the environment, one recognizes the fact that they are in a continuous process of transformation and adaptation), either they exploit certain opportunities. In order to survive to the accelerated pace of change specific for the modern society, the public organisations should find new forms of organisation, more flexible, aiming to respond to the new priorities or to improve their activity.
Romania is facing a process of change, where all the economic, social, political, civic elements have recorded a new dynamics, attempting to adapt to the current conditions. The process of change in public administration gained new dimensions in the latest 18 years. Public administration should respond to the new changes in the world economy and also to the new requirements of the integration process into the EU structures – meaning to take into consideration the necessity to introduce the European dimension according to the values of the administrative space. The profound changes have led to the need to make efficient the activity of the public institutions in order to ensure the achievement of the citizens’ requirements and expectations as well as to observe all the regulations and legal provisions.
The change of the organisational system of a public institution both to the domestic context and international one should aim the existence of a flexible and efficient organisational structure, improving the relation between institutions, citizens, economic environment and other authorities, ready to face the changes and fluctuation in the organisational area. People-centered interest and considering people as vital resources in order to improve the organisational efficiency will determine an increase of organisational and human performance.
Methodology: The following methods and techniques will be used: researching the bibliographical sources, survey and direct observation by field research and the questionnaire.
