 Title  Evaluation of municipal assets in Russian Federation

My paper is devoted to the municipal assets in Russian Federation. First of all I want evaluate the amount of local government resources: municipal lands and buildings, enterprises and another property. Another task is describing a property transfer process. In this part of work I am going to share with results of my research which consider both economical and law analysis of transformation period since 1990.
But the main accent will be made on evaluation methodology and property classification. I am going to signify evaluation problems, which exist in Russian municipal statistic system. In my report I will be talking about problem of hided municipal resources and hided municipal revenues, such as municipal tax revenues, user fees for municipal service, public-private partnership etc. I am particularly convinced that the amount of municipal assents in Russian federation is really huge and the main problem is inventory and effective management. My researching hypothesis is amount of resources of local government more than enough to provide local public services and to assist territory’s economical and social development.
It was a brilliant idea to bring in conference’s papers case study. I would like to present the results of municipal assets evaluation of Magnitogorsk city. This city plays a really serious role in South Ural region.
