Presenter Abstract Abstract:Significant advances have been made during the last decade in developing municipal asset management in Moldova. Effective systems of asset management can strengthen the performance of a local economy and community significantly. Today's public sector organizations face complex challenges on many fronts. Citizens expect high-quality services. New demands for better service provision, trends towards decentralized systems of public sector management in emerging economies, potential synergies and changing roles in the public and private sectors in many countries are creating the need for better management and accountability of municipal resources. These challenges are not limited to specific departments or to any one segment of the public sector. Central government and local governments are seeking a solution to what has, until recently, seemed to be a great challenge. Municipal assets include financial assets such as cash, stocks and bonds, physical assets such as land, infrastructure and movable assets, and intangible assets such as goodwill. For municipalities the most important issues are the property rights on assets, especially infrastructure buildings and systems, transportation etc. The municipal asset base may be built up through processes of decentralization and devolution, nationalization, donation, purchase, transfers or reversion of properties to the local government as part of legal processes and settlement of land disputes, and revenue generating activities such as tax collection and special projects. The paper reviews the evidence on asset management and reforms in Moldova during the last years and outlines the policy implications and lessons that emerge from the literature on asset management practices, and results achieved in Moldova. The case study will be focused on Chisinau municipality practices in asset management.
