Presenter Abstract The current situation in municipal asset management practise in Mtskheta municipality is offered to be a subject to discussion at the next NISPA conference in Budva. Based on author’s knowledge and personal experience (who has been a head of local government in this particular municipality for years) the process of property transfer discussed within the framework of legal and budgetary reforms and in-depth analysis of current state of affairs will be presented using a case study of Municipal Solid Waste Management in Mtskheta Municipality. This paper has an ambition to be the first scholarly study trying to identify the reasons why theory and practice differ in the area of MSWM in Georgia. It will review all levels of management vertically: state, local, public, and track whole cycle horizontally: from households to landfill discussing all related aspects-legal, financial, environmental, ethical, etc. It will give precise available data and in-depth analysis of existing gaps. Authors argue that approach to MSWM in Georgia is disintegrated because of improper allocation and management of municipal assets and that significant, but reasonable afforts are required to make the process effective and transparent. The choice justification: Mtskheta is an old capital and a Cultural Heritage site located in 21 km-s from the Capital of Georgia Tbilisi. Municipality involves sanitary zone of Tbilisi water-supply system (Aragvi gorge) and Mukhrani Valley the main supplier of Tbilisi markets with agricultural products. Some specialized objects considered as a high risk (like Jail for those diseased with tubercular prisoners) are located within the municipal borders as well. There are 36 settlements in Mtskheta municipality with population – 59 700. Municipal solid waste disposal is not provided in most settlements. Only administrative center – City where 12% of municipality population resides – is cleaned up on a daily basis. There is no legally registered landfill in Municipality. The situation in this regard is similar to most municipalities. Exploration of complicated relationships between different stakeholders involved in the process along with legal and budgetary constraints will well illustrate many features of property-related issues in a changing "world" (circumstances).
