Presenter Abstract New challenges that appeared in recent years – overall globalization processes, increased demand from the society to ensure sustainable development and enforce good governance procedures, ensuring openness and transparency of decision making system, increased political and economical instability in the world – twisted for the need to equip civil servants with contemporary tools to design public policy. One of the most common narrow places in meeting those needs in CEE countries is lack of knowledge in public economics and public finance, particularly specific features of decision making in public sector: public choice and collective decision making. Although those concepts are in the basis for effective and efficient analysis, play key role in problem definition, analysis of environment, stakeholder analysis etc the topics are not fully cover real needs of civil servants in mastering new techniques to be used in various public policy areas (social, educational, health care etc). The presentation is going to be focused on comparative analysis in delivering academic courses and trainings in public economics and public finance in Western European and CEE countries, the role of international organizations and national governments in supporting economic education for civil servants in CEE, particularities of delivering Public Economics for non-economists. Also, the authors will make an accent on the Ukrainian experience in promoting economic education for civil servants on both the academic and in-service training courses, their structure and educational techniques that showed to be most effective in ensuring comprehensive knowledge and setting horizontal links between government officials of different levels.
