 Title  Vocational training system of public servants in Russia: To be or not to be?

During the last years the educational sector was undergoing many various reforms and innovations. The Government had made the decision to improve training of public servants and to upgrade education in public administration. The considerable changes concerned the system of the institutes of higher education which are related to vocational training system of public servants in The Russian Federation. The article is about cardinal problems which met these institutes of higher education. In 2000 the training of public servants was a key activity of eight institutes of higher education, two institutes of advanced training in Moscow, and also eight regional academies for public administration which were part of the system of The Russian Academy for Public Administration at the President of The Russian Federation. This system made possible to ensure Federal districts needs on a national scale, but not only in Moscow. The regional academies became the centres of educational, scientific, methodological and international activity for public administration. But in 2008 many non-core institutes of higher education decided to open the faculty of “State and municipal administration”. Though its quantity increased in two times and as a result personnel overproduction took place. The graduating students had no case to participate through competitive selection to be filled vacancy for public administration without length of service. In the course of higher education reforms in 2007 all regional academies were passed under the control of Ministry of education and science of The Russian Federation. As a result the status and internal standards of the academies are changed. Moreover, The Newly Independent States (Kirghizia, Kazakhstan, Ukraine, Byelorussia and others) had saved the system of National academies for public administration. All the countries (except Byelorussia) had successfully moved to layered training system of public servants: baccalaureate, magistracy and specialty. In Russia nowadays we can see the centralization process of training of public servants in Moscow. Besides, all regional academies train highly skilled managerial personnel –analysts, counselors, specialists. For example, The Siberian Academy for Public Administration (SAPA) for training organization invites well-known scientists, highly skilled practitioners from federal and regional authorities. Training: seminars, “round table”, business games, “brainstorm”, case-study, discussions, autogenic training. In the academy is increasing and improving corporate network distance learning and consulting. SAPA is going to connect to video consulting of academic portal and to create subsystem of e-testing for re-attestation of public servants. SAPA is carrying on international activity and there is The UNESCO Chair – “The leadership and social service” on its basis. More than hundred of pedagogues are independent experts for personnel attestation for different authorities of the Siberian Federal district. At the present time the higher education system of The Russian Federation is having a hard time of reforms which are fraught not only opportunities of innovation creation, but real danger of destruction the system of vocational training of public servants at the academies for public administration. And we should say that everything will depend on academies’ staff activity, and also the answer to the question: “To be or not to be?”
