Abstract  
  
This report presents a possible view related to the basic directions to which the state administration should be reformed. The first direction concerns the decisive simplification of administrative processes. The second one is directed to strengthening the control functions together with building a well developed system for multilayer and multidirectional control which will be able to control the control organs themselves.
The thesis which is substantiated is: ‘The building of highly professional, stable and depoliticized municipality administration is a key prerequisite both for achieving adequate administrative horizontal capacity and for the development of municipal self-government in the process of the real membership of Bulgaria in the European Union’. There are three basic reasons. The first reason is because of the still dissatisfactory administrative capacity of Bulgarian municipalities. The second one is because of the high requirements of the European Commission and the Government of the Republic of Bulgaria concerning the professional knowledge, skills and competences of the civil cervants in the Bulgarian administration and especially those of the municipal servants. The third reason is the lack of a whole and efficient system for certification and improvement of the qualification of municipal servants which can guarantee work and professional growth of municipal servants.
A concrete subject of study are the problems connected with:
• The state, efficiency and effectiveness of the state government.
• Conditition of the Bulgarian administrative environment.
• The current role of the state under the conditions of changing environment.
• The administrative reform and the formation of new administrative culture.
Objects of study are the state, the state administration and, in particular, the municipal servant.
In this sense, the main aim of this article comes to the substantiation of the necessity to build an adequate horizontal admiistrative capacity in municipal administration in the process of real Eurointegration whose only result is the competent racionalization and optimization of administrative processes. The following operative tasks come out of this aim:
1) Analysis of the condition of the state administration today.
2) Pointing out objective reasons for the low efficiency and effectiveness of administration.
3) Outlining the challenges of administrative internal and external environment to municipal servants.
4) Finding out the reasons leading to low government skills of the municipal (regional) administration.
5) Pointing out the basic opportunities for adaptation and adequacy of municipal servants towards changing environment.
The problem with carrying out competent racionalization and optimization of administrative processes can not be solved only through decresing the number of servants (having in mind the cutting down of salary expenses). Such a goal is far from the strategy for increasinf the governmental skills of administration. In fact, in Bulgaria it is basicly spoken of the creation of the respective ‘administrative capacity’ and not of governmental skills. The meaning of ‘administrative capacity’ usually includes a respective administrative structure with its respective number of servants, a further growth of administration and its further burocratization. It is necessary to underline that it is extremely necessary for municipal servants to form themselves as highly professional administrators who are able not only to adapt to the changing conflicting and confronting environment but also to have adequate knowledge, skills and competences for fast reaction to challenges of the changing world towards administration.
