 Title  The quality of preparation of public administration employees and managers in the context of current reforms in Russia

Under the conditions of reforms in the Russian Federation, which are directed towards the strengthening of the state, to the guarantee of it’s democratic, constitutional, and social character, public administration becomes not only an instrument of social reform but also an initiator of innovations in the sphere of administration (management control). Guarantee of legitimacy, adherence to the mother country, and the fulfillment of duties by the professional public administration are necessary for the settlement of this issue. The success of reforms of the public administration in Russia depends on the qualifications of the professional community, its preparation to serve to the people, and its moral and civil maturity. The creation of office employees of a new type reflecting the spirit and demands of the present is not possible without a reasonable and purposeful state personnel policy (manpower policy) in this sphere.
Russian reform of public administration and training of officials of «high class» re taking place simultaneously with Bolognese conversions and transformation of higher education system. Unfortunately, for many people in Russia, the Bolognese process became a synonym for structural reform, but not a synonym for the reform of the content of higher education. At the present time the Standard model is recommended to all institutions of higher professional education in Russia.
A new approach to the formation of educational programs of professional development demands active participation of office employees and municipal employees at this process. In such conditions heads and specialists of the Office of Personnel Management are becoming key subjects and bearers of the state personal policy.
In addition, the results of research on the qualification levels of employees of the Office of Personnel Management in state departments and municipal administration provides ground to speak about some problems.
In 2006-2007 SAPA, jointly with state machinery of the authorized representative of the President at the Siberian Federal district, conducted a questionnaire survey of heads and specialists of personal management in organs of executive power and local government. This is 1,100 - civil officers, 681 – public employees. The results make it possible to estimate the level of their vocational training in personal management activity in the realm of administrative reform and modernization of education.
Increasing the quality of public administration directly depends on the quality of professional education of office and municipal employees and especially depends on the occupational bias of specialists of personal management offices as the main ideologists and subjects of state personal policy. This process is slowly unfolding. According to the questionnaire survey, only 13% of the heads and specialists of personal management offices of authority organs had training during the last three years and 8-10% of them on issues of personal management.
There is almost the same situation approximately with others heads and specialists of public and municipal administration.
Construction of the invariant quality model of preparation of office and municipal employees produces a whole complex of issues, which should be settled. It is necessary expand this work through joint projects which are not limited to the European part of Russia and join efforts of scholars and teachers of educational institutes, and heads and specialists of authority organs of Russia and other countries.
