Abstract

In the Czech e-government, particularly the project of Czech POINTs (contact points of public administration) represents the most visible central government initiative of the day. The project was tested during 2007 and its full practice has launched officially since the beginning of 2008. Czech POINTs are situated physically in administrative authorities where citizens must come in order to request certain kinds of authenticated administrative documents which are produced by various central registers. Currently, they are located in more than 2 300 institutions (municipal offices, regional offices, branches of Czech Post, branches of the Economic chamber, offices of notaries and also Czech embassies).

According to the information of the Ministry of Interior which is responsible for e-government development in the Czech republic and which also coordinates the practice of Czech POINTs, the contact points of public administration form a network of electronic access points providing easier communication with the government. It is expected that Czech POINTs will provide access to all data stored in public registers and will be accessible via the Internet, so that citizens will be able to locate the documents they need without leaving the comfort of their homes which would be a radical change of the current situation. The proposed paper will try to describe the Czech POINTs and evaluate their case in reference
to the framework of the e-Government Learning Platform as proposed by coordinators of the NISPAcee’s e-government working group. It will discuss particularly the current level of innovativeness and practical experiences with using the instrument.
