 Title  SEKAP project (Electronic System of Public Administration Communication) as an innovative solution of public services integration on regional level

SEKAP is an innovative and strategic project aimed at creating organizational and technical conditions for online public services delivery, as well as increasing efficiency of public administration in Silesia region, Poland. It refers to: creating ICT solutions, as well as organizational and management solutions for electronic services delivery. In particular project is aimed at:
- lowering costs of public services delivery
- increasing quality of public services
- broadening an offer of public services delivered online
- improving conditions of starting and performing economic activities
- increasing the level of ICT use by citizens
- increasing competitiveness of the region on national and European level
The project has been implemented in 2005-2008, by nine cities, seven counties and thirty six communities.
ICT conditions of the project are constituted by hardware and software, in particular:
- Electronic system of documents circulation
- Security system
- Electronic applications’ platform
- Automatic system of electronic signature certification
- System of electronic payments
- Public e-services platform
Public services that are planned to be accomplished in effect of the project are: new address registration, registration of corporate bodies, limited economic activities, local taxes, support for non-governmental organizations.
Regional (voivodship) government of Silesia is a leader of the project. The project is however managed by Silesia Center for Information Society. Its basic tasks are:
- cooperation with institutions participating in the project
- reporting and monitoring the project
- managing budget of the project
- accountancy of the project
- organizing public procurement.
SEKAP project is managed with a support of Steering Committee and Working Groups consisted of partners in the project.
SEKAP project is being reported as the most innovative among all projects implemented in the framework of Integrated Regional Operational Programme, Activity 1.5. SEKAP connects 54 local offices, in its framework common procedures and application forms were elaborated; common system of documents circulation and electronic signature authentication have been projected. In practice, SEKAP enables citizen looking for local service to log in the main web site and than directs him/her to the web site of local office proper to his/her place of living. The system is planned to serve over one million of inhabitants of Silesia region.
