 Title  Civil servants in Romanian public administration from the legal and managerial point of view

Abstract  
  
The main objective of this paper is to set up the main characteristics of the Romanian civil servants and to make an analysis of them from the perspective of two approaches: legal and managerial. The paper will present a special analysis referring with the structure of the civil servants at the central and local Romanian public administration and to identify the main strong points and weaknesses. It will be analyzed the legislation impact and the main changes needed in the Romanian public organizations in order to increase their human resources capacity for supporting the reform processes.
