Presenter Abstract According to Audit of central Government institutions carried out in Slovakia in 2000 the public administration in Slovakia lacks good management of activities, orientation on a citizen as client, and show some level of duplicity of activities. This results in a very intricate environment which entails lack of transparency and efficiency. Annual reports of organizations founded by the central government institutions are one of tools proposed by the Audit which is supposed to increase transparency by providing general public with information about organizations' activities, products, costs and plans. It was expected that public - and also officials of the central government institutions - will have better insight into operation of certain organizations, thus being better able to assess efficiency of public funds assigned for those organizations. This paper will analyze obligation to publish annual reports as a tool to achieve two goals: (1) higher efficiency by (2) increasing transparency. The paper will first describe the process of enacting obligation to publish annual reports and then summarize experience from first years of application of the act drawing implications for further development.
