Abstract	The proposed paper analyzes how Slovak Freedom of Information Act of 2000, as an legal policy instrument, implemented succesfully constitutional right to information as guaranteed in Slovak constitution and fundamentally changed relation between state and citizens, by guaranteeing citizens and legal entities broad access to information about public matters. The paper presents development stage of the law, its approval and implementation phase, with focusing dominantly on the implementation on a central level and the role of the judiciary in enforcement of the legislation
