Presenter Abstract After more than seven years of preoccupations for implementing e-Government, one can say that the Romanian expertise and comprehension of the importance and needs in the field is consistent. However, a review of the progress in implementing e-governance show high contrasts: the legal framework exists for several years now on; the main pilot projects in the field were successful tested three or four years ago; after that, almost nothing seemed to move, to progress. Of course, starting from zero, the progress could easily be noticed. Nevertheless, the lack of vision, coherence and strategy in the Romanian e-government implementation can be noticed: - Stipulations in the legislation that block the development of e-government alternatives and nobody is in charge to solve such problems; - The efforts to implement at national scale the successful pilot-projects, realized a few years ago, seemed to be not sufficient, if none is yet fully functional; - There is nobody to survey and sanction if public institutions do not comply with the law’s stipulations in the field of e-government; - The invoked interoperability it is still unsatisfactory; - The public administration institutions continue to develop rather ICT projects than e-government projects; - The local e-government almost not exists and nobody is in charged for coordinating and promoting it. The paper proposes to analyze the (lack of) progress registered in the last couple of years, to highlight some prerequisites for successfully develop e-government in Romania, punctual proposals of solutions and a case study at local level (Iasi county, the second largest one in the country) insisting on shortcomings and mistakes in implementing the e-government projects.
