Presenter Abstract An article is commenced with analysis of basic data concerning development of public e-services in Poland and comparison with equivalent data referring to other European countries. The overall assessment of e-government development in Poland shows considerable deficiency in public services delivered electronically. The author identifies the following decisive issues of e-government development in Poland: 1. strategic management and leadership 2. monitoring of strategies’ implementation 3. projects’ management and leadership The following hypotheses are formulated: 1. there is no comprehensive strategy of e-government development in Poland 2. there are no causal relations between strategies of e-government development and its legal basis 3. the process of implementing strategies is characterized by absence of stable and uniform leadership, as well as inefficient control of strategies’ implementation. National policy of e-government development will be examined to elaborate hypotheses mentioned above. Also large ICT projects on national level will be brought about, their performance assessed and importance for overall development of e-government analyzed. An issue of projects’ management and leadership will be discussed in reference to local administration. The author distinguishes the following significant aspects of local e-government building: 1. functional automation instead of ICT infrastructure building in municipal offices 2. absence of back-office and front-office integration 3. excessive variety of municipal information systems that prevents data interchange In the absence of universal website for public e-services, e-government implementation of e-government project will be presented on an example of local administration, namely the case of Rybnik municipality, that endorsed original plan of electronic office supported by e-ticket, e-purse and e-signature. In conclusions, author formulates several recommendations for municipalities to improve quality of ICT projects and speed up e-government development.
