 Title  Performance management in Russia: The managers perspective

The suggested paper will be based on a survey of a sample of federal public managers (heads of department and units, senior civil servants from different ministries of the federal government) that is being administered at the moment.
The purpose of the paper is to (1) give an overview of performance management reforms, (2) present the views of public managers on the ongoing reforms, (3) generalize from the views and (4) draw lessons from the managers' experience.
Russia has started experimenting with performance management a few years ago. As of now, no systematic assessment on the effort has been done.
According to some accounts, the reform is a mixed bag. While some innovations brought more regularity and equity in public service, performance measurement and pay-per-performance are hardly successfully implemented.
The paper does not intend to assess performance management per se, but will provide managers' perspective on the reforms implemented in Russia.
