Presenter Abstract The proposed work should be considered as the expended and amended materials titled ”Implementation of Specialization “Public Policy Analysis” to the Ukrainian Training Programs for Public Servants: Opportunities and Barriers” (14th NISPAcee Annual Conference, Slovenia 2006) and the XVIII International Congress on the Training and Development of Senior Civil Servants (Kyiv, 2005), and ”Strategic Planning and Policy Analysis: Necessary Components for Training of Senior Civil Servants in the Ukraine” (15th NISPAcee Annual Conference, Kyiv 2007). No state can entirely mould a civil service if the society is not receptive to, does not already contain, certain behavioral characteristics and rules. The public administration is not only about technical matters, but moral ones. Reality of public administration is considered to”Entrance into an office…is considered an acceptance of a specific obligation of faithful management in return for a secure existence” (H.Gerth and C.Wright Mills). What public administration system is better for good governance? Much training does aim to deliver this kind of result – it is a practical skill. All training and development needs to approach the issue with a degree of modesty. But effectiveness training can change behavior, mould attitudes and enhance knowledge. Two approaches for training of senior civil servants are dominated: academic and training. Question is: only academic study or only training; or academic and training as combination. The problems issues for academic and training systems are: staff, study programs, accommodation, equipments etc. Where is NGO position: in academic or training system? The traditionally (as apologist position) NGO dominated in training system but where is academic study? What academic level for training by NGO is sufficient? NGO and distance learning system; NGO and case-studies; NGO and analytical papers; NGO and government procedures (policy analysis, policy-making, decision-making, strategic planning etc.); NGO and diploma (as official document), and certificate (as applied document); NGO and responsibility from skills and knowledge; Scholars and NGO as money field; NGO and inter-countries teams for training; Desultory NGO training and different schools (approaches) for senior civil servants. In this context we propose to discuss the role of NGO for making of senior civil servants professionalism for good governance.
