At the time of the political transformation came up the question of the national ethnic minorities’ representations of interests. Some conceptions were created about the establishment of the minorities’ representation at the parliament and by the local governments. At the debates of the Opposition Round Table and at the modification of the constitution it was decided that the second house formed from the representations of interests, was not possible at the new political structure. At this situation there was an important expectation to the local government system, because the minority government is the most significant scene, if not the only one, of the minority representation of interests. Beside the numerous positive results the relationship among the local and minority governments has never been free from conflicts and the recognitions and solutions of them are also different. The minority governments also endevaour to increase the effectiveness and successfulness.
The purpose of the lecture is to examine the following questions: With the enforcment of the manager attitude at the local level is it possible to strength the minority governments? Resulting of it are there any conflicts among the local and minority governments? Or is this the field which reduces and unfastens the strained relations? On the other hand our aim is to represent, analyse and assess the decision-making mechanisms of the minority governments, the with the local govermental decisions and its’ motives. With the publication of the results we would like to show that the manager attitude with its’ effective decision mechanisms how can promote the strength of the democratic legitimacy.
The lecture is based on the results of the empirical research between 2003 -2006. The starting-point of the research is that the manager values and methods can be incorporated to the efficient representation of interests only if with its’ help the democratic participative rights and possibilities may be wided.
Main aspects of the research:
1. How do the local governments receive the minority governments? – According to the experiences the local governments organize the regulation of minority governments with the same conditions (Constitutional and Operational Rules, financial order).
2. What are the possibilities of the cooperation among the local and minority governments at the area of services?– The minorities demand the cooperation at the field of culture, tradition preservation, education, urban development and organization, budget questions, employment and at the protection of families and children.
3. How much has the manager attitude developed? How significant was its’ influence on the operation of minority governments? The development oriented and enterprising local governments are mostly catalysts of the development of minority communities.
4. How is the cooperation among the local and minority governments regulated and managed? At the view of the local level how can be estimated the cooperation? What kind of results and deficiencies can be drafted? The analysis have proved that the fulfilment of the local governments with contents and the necessary instruments direct the cooperation in a suitable way.

The Gipsy minority governments endavour the establishment of full-scale partner relations, which contains the real participation at the decision-making. The minority governments with the civil organizations represent especially the demands of the settlement and also their communities interests.
