This report is dedicated to the results up to now, the current problems and perspectives in the introduction of the “E-government” concept in the activity of the Bulgarian administration. The analysis of the Bulgarian positive and negative practices has been carried out in the context of using the modern information and communication technologies as a significant factor for increasing the quality of the work of the Bulgarian administration.
The actuality of the problems in consideration is determined primarily by the circumstance that the Bulgarian administration has to speed up its pace in becoming an adequate part of the European administrative and information area. Special attention is paid to the role of the so-called “electronic management” for:
 Increasing the quality of the administrative service for the citizens and legal entities;
 Increasing the role of the administration for effective support to the state bodies at central and territorial level in order to achieve more adequate exercising of the legal powers assigned to them;
 Improving the internal organization of the administration activity through optimization of the information flows and masses, both in the administrative sections in a certain organization and between the different administrative structures.
The critical analysis and assessment of the results so far from the introduction of the “E-government” concept lead to the primary conclusion that a key prerequisite for an effective and efficient introduction of the modern information and communication technologies in the administration requires that this process is accompanied by a systematic improvement of the organization technologies and significant increase in the quality of the Bulgarian administrative capacity.
