Presenter Abstract Modern network technologies offer the potential for significantly enhancing communication between local government and their citizen (clients). There are several ways in which citizens could communicate with government: 1. E-mail 2. E-petitions 3. Forums There are three research questions: 1. In which degree these ways of communication are available? 2. How is the government using these forms of communication? 3. What is the content of communications? In order to answer to these questions the following methods will be used: 1. Survey among CIO in local governments; 2. Experiment: in order to assess the PA’s openness towards electronic communication mails will be sent with specific information requests; 3. Content analysis of forums and e-petitions sites.
