Essential condition to ensure a high standard of public administration is establishment of modern system of Public administration specialist training and its further development, considering public needs that are changing rapidly. This factor is especially important in countries of the Central and Eastern Europe, where quality improvement of public administration is a priority, reflecting on characteristics of both integration of these countries into the European Union and the specificity of political, social, and economic changes in these countries.
With respect to many specific features, typical to the development of Central and Eastern European countries and to the traditions of public administration in these countries, it is possible to identify several priorities, which should be implemented in the spheres of creation of the system of public administration specialist training and further development. Predominant among these priorities are the following:
