The reform of the public service has very much to do with performance management systems. Wether criteria based or based on a Management by objectives it is important that the results are accepted by staff members and are used for personnel development, organizational development issues. A key role play the leaders and managers who very often are unable to use the related staff appraisal systems or performance management systems.
I my paper and presentation I want introduce different performance management systems and how thea are introduced in different public administrations. At last I will present how a successfull performance management system has to be developped, introduced and controlled in a modern Public Service
