Presenter Abstract Local government is situated close to the citizens and represents the authority of the state. It executes on behalf of state authority tasks to satisfy local community. So, it’s very important for local government to work as efficiently as possible. One element of efficiency in local government depends upon the quality of community property administration. This is especially important for new independent states as Ukraine is. The issue of budget incomes increasing is very important as for new independent states, so for other countries also. And execution of own responsibilities in the most efficient way is one of the basic issues for local government of every state. It is not a secret that better self financing will give grater independence to local authority from to the organs of central power. So, for today it is a timely issue to manage efficiently community property. The use of performance measures in local government is being driven by increased citizen demands for government accountability, greater interest on the part of local legislators in performance related information to assist in program evaluation and resource allocation decisions, and the efforts of various organizations and professional associations to make governments more results-oriented. Performance measurement allows policy makers, managers, and citizens to evaluate the quality and effectiveness of government services. Performance measures include inputs (resources used), outputs (program activities), efficiency measures (ratio of inputs to outputs), and outcomes (the actual results of programs and services). Many performance measurement systems are limited to measuring program inputs and outputs. Ideally, however, performance measurement efforts will also generate information about program results and outcomes. So, for creation the efficient system of community property administration, it is necessary to create the following chain: to set the criteria of evaluation, to settle the conflict of interests and provide the high-quality evaluation of the executed work. To be specific to the topic “efficiency of community property administration” we also can propose that it is “economic benefit plus will of community”. We can formulate efficient system of local government where we have local authority with resources on entrance, local authority provides qualitative services, and as a result we have satisfied citizens.
