COORDINATION ON ETHICAL VALUES: YES OR NO?

ABSTRACT

In today's changeable world, the ethical values are also changing. Values are mostly formed by media which stress material values instead of ethical values. The ethical values and conduct are not recognizable and even not desirable.

States in transition from totalitarian regime to democracy had to revise values. The fact is that free elections do not indicate the enforcement of the democratic political system. Therefore, it is very important to establish independent institution to care about development, promotion and safeguarding of ethical behavior in public sector.

The article is based on research "Ethics in Public Sector in Republic of Slovenia". It presents the point of view of public institutions, employees in public sector, and citizens in regard to organizing the coordinating body which will have responsibility in field of ethics in public sector. The responds to the questions about necessity of coordination in the field of ethics in public sector, about the way of organizing the proper body and its competence, to whom such body should be responsible and which task it should be engaged in, are presented.

The article deals with comparison between Anti-corruption Law and the proposition of new law about conflict of interests, which cancels the Commission for preventing corruption.

In conclusion, I can establish that the view of public institutions is different to the view of employees in public sector and citizens in regard to establishing the coordinating body, which would support ethic conduct in public sector. Obviously, citizens do expect ethical conduct in public sector, but there is the problem of political will or commitment, without which the establishment of such coordinating body is questionable. In the future, the detailed research on method and competences of coordination on ethical values and conduct in Republic of Slovenija is required. Also it would be very interesting to draw comparisons with other democratic countries on this issue.

This study shows the necessity of establishing a kind of coordination on ethical values and conduct in Slovenian public sector. It reveals the meaning of promotion and development of ethical conduct in public sector for the better organizational and cultural climate in public sector, as well as in private sector.
